Whilst the Animal Activities licensing regulations were principally intended to improve bird of prey welfare, they have done little in practice except to vastly increase your paperwork.
Sadly many local authority inspectors have little or no knowledge of birds of prey and their welfare needs, so they often just look for problems with your paperwork.
